In an address to the Polish Parliament, EU Commissioner for Energy Andris Piebalgs discussed the need for the EU to speak with one voice as the world's second largest energy market, with over 450 million consumers. The EU must tackle the new energy landscape and negotiate the best possible conditions for trade and investments in the energy field, while demonstrating solidarity on matters of energy security. EU Proposes €24 Billion in Aid to Africa, Caribbean and Pacific Islands

EU Development Ministers have proposed a €24 billion aid package for 77 "ACP countries" for 2008-2013, a 35 percent increase over the last round of EU Development Funding.
