About the Author

Christopher J. Makins is a Senior Adviser to the German Marshall Fund of the United States. A former member of Britain's Diplomatic Service, he has been professionally involved with Europe and U.S.-European relations issues for over 30 years. He was most recently Executive Vice President, Policy Programs, at the Aspen Institute.

The German Marshall Fund of the United States is an independent U.S. foundation created in 1972 by a gift from the German people as a permanent memorial to postwar Marshall aid. The mission of the Fund is to deepen understanding, promote collaboration and stimulate exchanges of practical experience between Americans and Europeans, particularly those in the national and local policy communities.

The European Commission is represented in the United States by a Delegation in Washington, DC.
