EU Policy On The Death Penalty

Dear Chairman Garrett:
Belgium, holding the Presidency of the European Union, together with
Spain, subsequent Presidency, and the European Commission - with
reference to our letter of July 20, 2001 - would like to convey and
reiterate to you and to the Members of the Board of Pardons and Paroles of
Texas, our urgent appeal to spare the life of Mr. Napoleon Beazley.
As was stated in our letter of July 20, Mr. Beazley has been condemned
to capital punishment for a crime he committed when he was 17 years old,
and the European Union considers that the death penalty should not be
imposed on persons under 18 years of age at the time of the crime, in the
spirit of article 6 of the International Covenant on Civil and Political
Rights.
