EU Policy On The Death Penalty

Dear Governor Bush,

In the name of Portugal, the current president of the European Union, I wish to convey to you an urgent humanitarian appeal by the European Union on behalf of Mr. Jessy San Miguel. 

The execution of Mr. San Miguel, a U.S. citizen, is scheduled to be carried out on June 28, 2000. Taking into account the current debate on possible legal flaws in numerous death penalty cases, the European Union wishes to draw your attention to the fact that reports attest to shortcomings and irregularities in the legal process against Mr. San Miguel.

Appealing to our common sense of justice and moral responsibility, the European Union respectfully urges you to commute Mr. San Miguel's sentence to life imprisonment or any other penalty compatible with State law.
